One could write many paragraphs to fully answer your question, but to answer briefly, parts of Dallas County had electricity many years before 1912. Electricity first came to Dallas County in 1882 in a small area of what was then downtown Dallas. The high-voltage transmission line you refer to was built by Texas Power & Light, which was not the company serving the city of Dallas. Notice I said city of Dallas, not Dallas County. This is because Texas Power & Light (TP&L) did serve some towns in Dallas County. This is far too lengthy a subject to cover here. I suggest you go to a major library and read the book Texas Power & Light Company: 1912-1972, The First Sixty Years (published in 1973). It will have information about the transmission line. It will also tell you the years the various small towns in Dallas County which TP&L served first had electricity.
