It says nothing about the origin of the name but I would not be surprised if a mill had not been somewhere involved. I vaguely recall M C giving me some info on very early Dallas and a mill was mentioned somewhere in the Peters Colony area (?) but then mills of all kinds were very common in the early days - from grain to flour to steam saw mills. Then again there is the surname Mill which is a possible name source. My bet goes with a mill.
oops meant to say I hope we are talking about the same creek. I am not in Dallas but I am referring to Mill Creek - not Mills Creek which does sound like a surname being used.
