The home values were dropping because white families feared being in the same neighborhood with African Americans and were fleeing. Once one African American family moved in, or the current residents thought it was likely, all the houses went up for sale. All most of the African Americans wanted was a decent place to live in a decent neighborhood, and a fair shake at the bank. They had been denied that by "red lining" neighborhoods, a practice forbidden by the Fair Housing Act. So, did Lyndon Johnson chase the white kids out of DISD?
